Saudi Arabia Workforce Policy

What is Saudization
in Saudi Arabia?

Saudi Arabia is transforming its economy, with its people at the heart of this change. Saudization aims to increase employment opportunities for Saudi nationals in the private sector. Whether you are a jobseeker, student, or business owner, understanding this workforce programme is essential for Saudi Arabia's Vision 2030.

Saudization guides

What does Saudization mean?

Saudization means increasing the number of Saudi nationals working in private sector jobs. The Saudi government introduced this programme in 1985. It is a government plan to help more local people find work, especially in private companies. For many years, foreign workers filled many roles in private businesses. While this helped businesses grow, it also reduced job opportunities for Saudi nationals.

The goal of this policy is to help more Saudis:

  • Access good jobs
  • Build careers
  • Contribute to the economy

Why does Saudization matter?

This workforce programme reduces reliance on foreign workers while increasing job opportunities for Saudi citizens across various sectors. It also benefits businesses directly.

Saudization benefits for companies

  • Government support
  • Skilled Saudi talent
  • Better reputation
  • Stronger local connections
  • Fewer penalties

How it helps Saudi nationals

  • More job opportunities
  • Reduced unemployment
  • Training and career growth
  • Improved salaries and benefits
  • Long-term job security

How the Saudi workforce plan works

The plan works by setting hiring targets for Saudi nationals and tracking compliance through government systems.

Saudization quotas and requirements

A Saudization quota is the minimum percentage of Saudi workers a company must employ. These requirements vary based on company size, industry sector, and job roles.

Find out more about the rules employers must follow in our Saudization requirements guide.

The Nitaqat Programme

The Nitaqat system classifies companies based on their Saudization percentage. The Ministry of Human Resources and Social Development manages this programme. Companies are grouped into four compliance levels:

Platinum

Exceeds targets

Green

Meets targets

Yellow

Below targets

Red

Non-compliant

Saudization professions

This employment programme applies to a wide range of jobs across different industries. Recent policies cover over 269 professions in the private sector. Key sectors include retail and customer service, human resources, marketing, healthcare, and engineering.

How to calculate Saudization percentage

Formula

This result shows a company's Saudization ratio

Saudization certificate and compliance

A Saudization certificate proves that a company meets localisation requirements. It is often required for government approvals, visa processing, and business operations. Companies that do not comply may face fines ranging from SAR 2,000 to SAR 20,000, depending on the rule broken.

Challenges of Saudization

01

Skills gaps

Some roles require specialised skills that are still developing locally. Training programmes are helping to address this.

02

Adjusting hiring strategies

Some companies need time to adapt from expatriate hiring to local workforce planning.

03

Meeting Saudization quotas

Reaching the quotas can be challenging in specialised industries, requiring careful workforce planning.
